Objectivos / Objectives

Aprender a conceber um projeto de investigação e a formular uma proposta de tese segundo os requisitos do doutoramento em Políticas Públicas. a)desenvolver aptidões para conceber e desenvolver um projecto de tese em políticas públicas de qualidade e respeitando os princípios da ética; b)elaborar uma proposta de tese em políticas públicas que contribua para o avanço do conhecimento sobre políticas públicas, usando ferramentas teóricas e metodológicas adequadas e com qualidade para publicação; c)desenvolver competências para a análise e desenho de políticas públicas. No final do ano, o aluno deverá produzir uma proposta de tese em políticas públicas, incluindo a definição do problema, as hipóteses, a revisão de literatura, a metodologia e a bibliografia, de acordo com o esquema previsto nos formulários de concursos para atribuição de bolsas pela Fundação para a Ciência e Tecnologia.

The aim of this course is to learn how to conceive a research project and a dissertation proposal in public policy. a)to develop skills to conceive and carry out research in public policy, following criteria of ethics and high quality; b)to elaborate a doctoral thesis project in public policy that contributes to advance the knowledge about public policy issues, using theoretical and methodological tools and attaining quality for publication; c)to develop skills in public policy design and analysis for policy making and makers. At the end of the year, the student must produce a thesis proposal in public policy, including definition of the problem, hypotheses, literature review, methodology and bibliography, in accordance with the scheme set out in the forms of competitions for scholarships by the Fundação para a Ciência e Tecnologia.

Programa / Program

Após duas sessões iniciais, os tópicos do programa serão abordados no contexto da apresentação e discussão dos trabalhos nas sessões do seminário de projeto. Parte I - Introdução aos métodos de investigação 1-Definições básicas sobre investigação científica, problemas de investigação. O processo de investigação. 2-Métodos de investigação científica: quantitativos e qualitativos. Ética. Conceitos básicos, modelos e tipos de análise. 3- Como fazer uma revisão de literatura e o estado da arte. O plágio. 4- Como conceber um projeto de investigação. Parte II-Projeto de Investigação 5-Como conceber e escrever a proposta de tese de doutoramento. Que métodos escolher? Como escolher o orientador. Elementos da proposta: Objetivo/Problema de investigação; Contextualização/Estado da Arte/Revisão de literatura; Objetivos específicos / Modelos de análise/Hipóteses; Referências Empíricas/ campo de observação; Metodologia/Plano de investigação/Cronograma; Disseminação/Publicação; Bibliografia.

After two initial sessions, program topics will be addressed in the context of the presentation and discussion of the seminar project. Part I-Introduction to Research Methods 1.Basic definitions about doing research. Scientific research and objectivity. Overview of the research process. Inductive versus deductive research strategies. 2.Methods of social scientific research: quantitative versus qualitative research. Ethics in social research. 3.Literature Review: what is it? Plagiarism. 4.How to think about a research project. What is the politics of writing successful research projects. Part II.Research Project 5.How to think about your thesis . What should be taken into account? How to conceive a thesis in public policy. Elements of a research proposal: Problem of research; Contextualization/State of the Art; Specific project objectives/Model of analysis/Hypothesis; Empirical References/Observation field; Methodology/Research Plan; Dissemination/Publication; Bibliography.

Processo de avaliação / Evaluation process

A unidade curricular é anual. A avaliação incide sobre a participação, incluindo presença nas aulas a participação no seminário de projeto (20%), sobre a problematização do tema escolhido para a tese (10%) e sobre o trabalho escrito segundo o modelo FCT (70%).

The curricular unit is annual. The assessment focuses on participation, including attending classes to participate in the seminar project (20%), on questioning the theme chosen for the thesis (10%) and in a written work following the FCT model (70%).

Processo de ensino-aprendizagem / Teaching and learning process

As sessões incluem uma parte expositiva mas implicam interação permanente com os alunos. Espera-se que os alunos participem ativamente partilhando as suas experiências, colocando dúvidas de forma tal que o grupo comece a construir de forma conjunta os projetos de tese. Os alunos devem realizar durante o segundo semestre uma apresentação oral do projeto de tese, com o fim de receber comentários da professora e dos colegas. O trabalho final será uma versão aperfeiçoada da apresentação.

Sessions include some expository but require ongoing interaction with students. It is expected that students actively participate in sharing their experiences, putting doubts in such a way that the group start building jointly the thesis projects. Students must perform during the second half of an oral presentation of the thesis project, in order to receive comments from the teacher and peers. The final work will be an improved version of the presentation.
