Objectives
1. Understand the conceptual framework of economic analysis related to National Defense and Human Security 2. Provide analytical tools of the economic perspective to analyze security and defense issues. 3. Foster the understanding of public policy mechanisms and the plurality of the state's role as an economic actor in the field of security and defense 4. Characterize the national defense industry and its strengths and weaknesses; 5. Understanding of the economy of national defense in the framework of NATO and the European interdependency: standardization and pool & sharing. 6. Understanding and exam of real situations: case studies
Program
1. Syllabus presentation and preliminary debate about the economic dimension of national defense. 2. Microeconomic analytic tools applied to decision-making and the systematic analysis of (in)security and defense policy; 3. Macroeconomic analytical tools applied to decision-making and the analysis of conflict and violence; 4. The supply of defense public services and the context for the development of a defense economics public policy. The state as buyer: the Strategic Concept of National Defense; Force system; Military Programming Law, Procurement; 5. The state as provider: history and evolution of defense industry and the present situation; 6. The state as regulator. The industrial and technological basis of defense and the legal regime of defense related economic activities; 7. Case-studies 8. Case-studies 9. The international dimension of defesne economics: CSDP and EDA_ pooling & sharing; TMC 10. The future of defense economics: clues for further reflexion
Evaluation Method
Participation in debate and directed discussion (25%) Written essay (paper and CD) with 3500 to 5500 words (75%)
