Objectives The main goals of this unit are:
- to present a theoretical framework, using economic concepts, for competition and regulation policies
- to introduce students to Portuguese institutions, and European institutions whenever relevant,  in this area and specific examples of sectoral regulation
Program 1. Economic Theory and Competition as a Public Good: market power, regulation and efficiency
2. Competition Law and Policy: its goals and limits
3. Supervision over agreements between firms, decisions of association between firms, concerted practices
4. Supervision over abuses of dominant position
5. Control over mergers, acquisitions and joint ventures.
6. European Union control over State Aid
7. Why regulating Public Utilities
8. Cost Plus and Incentive Regulation approaches
9. Alternative regulation approaches under imperfect information context
10. Pricing structures in regulated industries
Evaluation Method Students can choose between two assessment alternatives: (A) written exam (100%); or (B) Written exam (50%) and individual essay on competition or regulation (50%).
Teaching Method Students will develop skills of analysis and synthesis, as well as research, oral and written skills. So there will be developed the following teaching and learning methodologies (TLM):
1. Expository (in presenting theoretical frameworks);
2. Participatory (through joint discussion in the classroom);
3. Active (with the realization of an individual research work);
4. Self-study.
Examples of real competition and regulation policy implementation cases will be discussed for every topic.
Observations Students are expected to participate actively.
