Objectives International organizations emergence is a response to the growing complexity of the modern international society, which called for cooperation between States to solve common and interdependent problems (as health, environment, telecommunications, intellectual property, global warming, trade, capital markets, etc).

Today, there are in the world approximately 232 intergovernmental organizations and thousands of other international bodies, having their own structure and pursuing various objectives. Beyond their diversity, however, they have common governing principles and laws.  

After a short introduction to their historical development, the course will focus on and examine their different legal structures, their membership and representation within international organizations, their competences and privileges, their decision-making processes, their functions, the international and domestic political forces that impact their operations, their effectiveness and the different forms of dispute settlement mechanisms.

III. Privileges and immunities of International Organizations: between responsibility and ethics.
IV. Study of selected International Organizations:
IV.1 - The United Nations system and its array of Specialized Agencies, Subsidiary organs, Treaty bodies, Programmes and other Institutional arrangements;
IV.2 - The European Union.
V. The evolution of International Organizations: the cases of the UN and the EU reforms.
Evaluation Method The course grade is determined in large part by the quality of class participation.  Therefore, attendance and preparation of the papers are critical. There will be reading papers for analysis and students' presentations, two mid-term group assignments, a final group project and a final exam. In addition,there will be brief reaction papers/articles for in class discussion which require no more than a page in length to state questions or comments regarding the assigned readings. Students, working individually or in groups, are responsible for developing discussion questions based on the readings for one specific class session and then leading the class in that discussion. Detailed guidelines for each assignment are provided in advance.

Each student is expected to be in a position to respond to questions and contribute to the class discussion in an informed and constructive manner. If, for any reason a student is unable to attend or participate fully in any lecture, it is the responsibility of such student to notify the teacher.

Groups of maximum 6 students (minimum 3) admitted for completion of group asignments. Groups are to be maintained all over the MIO Course duration.

Accordingly, the evaluation process, complint with ISCTE-IUL?s Regulations, takes place in two possible moments: Regular (or first season) and Re-sitting (or second season).

In the Regular Season, students who opt for continuous evaluation process, must attend a minimum of 80% of the total number of classes and the final course grade will be calculated according to the following parameters:
a) Two mid-term group assignments: 40%. (20% each)
b) Final group assignment: 30%
c) Final exam covering all subjects of the course program - the grade has to be equal or higher than 8 points: 20%. Access to course study materials during the exam is allowed
d) Class active participation: 10%.

Notes: i) to succeed the course under the continuous evaluation process students have to get a final compounded grade equal or higher than 10 points; ii) Working groups can be composed of a maximum of six students.

The second season or Re-sitting final exam (access to course study materials during the exam is allowed) applies to the following cases:
1) In case of failure in the first season;
2) Students who attended and passed the course in the previous semester and that wish to improve their final grade.
Note: to succeed this final Re-sitting exam, students have to get a final compounded grade equal or higher than 10 points.
Teaching Method Through student's participation in class discussions and examination of academic papers, newspaper articles as well as fundamental documents, resolutions and declarations of such organizations, students will be exposed to the manner in which such organizations actually function (issues of governance, activities and outcomes, relations between the organizations and the member states, political and institutional realities, etc.), how they make or influence policy, the efficiency with which they do so, and the obstacles they encounter in the process. Particular attention will be devoted to certain ?global priority issues? with which each of the participating organizations is concerned, which should invite comparison of differing international approaches to issues of vital importance.
